Neon effect made in Illustrator.
First I set my documents color to RGB, then made a square background which I gave the color black. That's because to make my neon color stands out.
Then I just wrote a text with the T tool, and created an outline to make the text an object.
I changed the color of the object to a bright, strong color and then I created an offset path.
The offset path created another version of my object but with a slide offset.
I gave the offset path object a lighter color than my original object, so it looks like the offset path is creating the light/the glow. Last I selected the darker object and gave it the gaussian blur, so the object got more glowy and neon-ish.
